A mostly vacant site in the unincorporated community of Florence-Firestone could be developed with affordable multifamily housing, according to a notice distributed recently by the Los Angeles County Department of Regional Planning.

The approximately 13,600-square-foot property - located nearly a half-mile east of the A Line's Firestone Station at 2111 E. Firestone Boulevard - is slated for the construction of a six-story, 74-foot-tall building containing 85 apartments and parking for four vehicles.  A total of 41 residential units would be set aside as deed-restricted affordable housing at the very low-income level (50 percent of the area median income), while an additional 43 units would be priced for households at the low-income level (80 percent or less than the area median income).  Plans also call for two market-rate manager's apartments and on-site supportive services.

The County notice lists the project applicant as Bryan Elsey of Elsey Holdings, LLC.  The Kansas-based entity is located out of the same office as developer Prime Place, of which Elsey is co-chief executive officer.  The company is behind plans for student apartment buildings at two sites in the Exposition Park neighborhood.

As of late 2020, the Los Angeles County Development Authority has recommended issuing just over $6.1 million in No Place Like Home program and affordable housing trust fund money for the Firestone Boulevard development.

The project site, due to its location within a half-mile of the A Line's Firestone Station, is included in a new specific plan which aims to rezone surrounding industrial properties to promote new housing construction near the transit corridor.

Additional affordable housing developments are also in the planning stages to the east of Firestone Station at 1532 E. 85th Street and 1619 E. Firestone Boulevard.
