The Rosa de Castilla apartments, located on a previously vacant site, consists of a four-story building that will feature 85 apartments above 2,500 square feet of ground-floor commercial space and 68 underground parking stalls.
According to a 2018 staff report to the California Tax Credit Allocation Committee, plans call for a mix of studio, one-, two-, and three-bedroom apartments will be reserve for households earning at or below 30, 50, and 60 percent of the area median income. Rents would range from $509 and $1,512 per month, according to the staff report.
As of 2018, the expected budget of the project was more than $45 million - representing a per-unit cost of roughly $514,000.

FSY Architects designed the project, which is depicted in a rendering as a modern low-rise apartment complex. Plans call for multiple open space amenities for residents, including a garden and hiking trail carved into a hillside at the rear of the building.
East L.A. Community Corporation is developing several affordable and supportive housing projects across the Eastside, including under construction buildings in East Los Angeles and proposed projects in Boyle Heights.
