A trio of small apartment buildings in North Hollywood could make way for a larger multifamily residential development, per a recent application filed with the Los Angeles Department of City Planning.

The proposed development, submitted by an entity affiliated with Glendale-based LJ Properties, Inc., would rise from three parcels located at 11043-11103 W. Hartsook Street.  Plans call for a seven-story, roughly 111,000-square-foot building containing 138 apartments above a two-level, 69-car subterranean parking garage.

Requested entitlements for the project include Transit Oriented Communities development incentives which would allow for increased height and density, as well as a decrease in required on-site parking.  In exchange, LJ Properties would set aside 14 of the apartments as deed-restricted affordable housing at the extremely low-income, replacing 15 existing rent-stabilized units.

According to the findings included with the project application, the proposed affordable units would offer rents ranging from $592 per month for a studio to as much as $760 per month for a two-bedroom dwelling.  However, the rates at which income-restricted apartments may rent may change over the course of entitlements and construction, depending on adjustments to the area median income.

Sam Aslanian Architects is designing the proposed apartment complex, which is named Sofi.  According to the firm's website, the contemporary low-rise building will include multiple roof decks, a recreation room, a swimming pool, courtyards, a fitness center, and a theater.

The development site is the latest in a recent string of larger multifamily buildings planned near the North Hollywood Metro station.  On the opposite side of Hartsook, several new by-right projects have been completed in the past two years.  One block west at Lankershim Boulevard and Otsego Street, a 297-unit complex with a Whole Foods Market was completed in 2020.

Other projects in development nearby include a proposed 171-room hotel at the intersection of Lankershim and Hesby Street.
