Four tower cranes now stand tall adjacent to the I-405 Freeway in Westchester, the most visible signs of progress at the LAX Consolidated Rental Car Facility.

The $2-billion project, also known as CONRAC, will combine the airport's numerous car rental lots under a single roof.  A project website describes the facility as a 6.4-million-square-foot complex containing roughly 18,000 parking stall.

CONRAC is also slated to serve as the eastern terminus of the new LAX automated people mover system, which will also have an intermediate stop at a new Metro station planned at 96th Street and Aviation Boulevard.

Construction began in 2019 and is expected to conclude in 2023.

The project is being developed as a public-private partnership between the City of Los Angeles, Fengate Capital Management Ltd., and PCL Investments USA, LLC.

The CONRAC facility is being built on what was once the Manchester Square community.  Originally developed in the 1940s, the 120-acre neighborhood's population thinned in the late 1990s, when Los Angeles World Airports began buyouts of homeowners to advance a plan to redevelop the site for LAX functions.
