The Los Angeles City Council has cleared the way for Dynamic Development Company to construct a residential-retail complex in Los Feliz, rejecting an appeal from a half-dozen nearby residents. 

The project, planned at the southeast corner of Western and Franklin Avenues, calls for the construction of a five-story building that would feature 87 residential units - including 11 apartments for very low-income households - above 6,000 square feet of ground-floor commercial uses and basement parking for 112 vehicles.

The proposed development, designed by KTGY Architecture + Planning, was downsized from an earlier proposal for a 97-unit building in 2016.  The redesign of the project reduces its height profile fronting Franklin Avenue to create a new terrace deck.
