An draft environmental study published by the City of Los Angeles gives a first glimpse of plans to rebuild and expand the Rose Hill Courts public housing complex in Montecito Heights.

Built in the 1960s, the existing Rose Hill Courts apartment complex features 100 apartments in 15 one- and two-story buildings.  Developer Related California is slated to work with the Housing Authority of the City of Los Angeles (HACLA) - which owns the property at 4446 Florizel Street - to redevelop the approximately five-acre site with up to 191 affordable housing units.

The project, which is being designed by Withee Malcolm Architects, calls for an array of low-rise structures ranging between one and four stories in height.  Additionally, the proposed development would include parking, a leasing office, and community and outdoor amenity spaces.

Construction is scheduled to occur over two overlapping phases, beginning in 2021 and concluded by 2024.

Current residents of Rose Hill Courts would be required to temporarily relocate during the course of construction, either to a vacant unit within the complex or to another nearby apartment.  Residents that choose not to return are to be provided with Section 8 vouchers and relocation assistance.

HACLA is in the process of redeveloping several other large public housing complexes across the City of Los Angeles, including the Dana Strand in Wilmington, Jordan Downs in Watts, and Rancho San Pedro.

Related California, best known as the developer of a Frank Gehry-designed tower complex now rising in Downtown Los Angeles, is also one of the most prolific builders of affordable housing in Southern California.  It is now building an apartment complex for low-income seniors near the Crenshaw Line in Hyde Park.
