A proposal to redevelop the Westlake offices of the non-profit Search to Involve Pilipino Americans has gone back to the drawing board, now with Transit Oriented Communities incentives.

The property, located at 3200 W. Temple Street, is already approved for the construction of a five-story, 59-unit apartment building targeting low-income families.  Yesterday, developer LINC Housing Corporation submitted plans for a slightly larger project on the same site, consisting of a five-story building featuring 64 apartments, 6,475 square feet of ground-floor retail, and ancillary functions including community space and a laundry facility.

Requested TOC incentives include increases to height, density, and floor area, as well as a reduction in required on-site parking.  The project is located in a Tier II TOC zone.

LINC Housing has also applied for streamlined permitting, in accordance with SB 35.  The 2017 legislation requires that any jurisdiction which has not made sufficient progress toward its housing production goals offer a ministerial approval process for developments with an affordability component of 50 percent or more.

The prior iteration of the project had called for a mix of studio, one-, and two-bedroom apartments that would have rented at rates between $760 and $1,173 per month.  Pricing for the revised proposal is unclear.

The project site is located two blocks east of the former Temple Community Hospital, which has been razed to make way for the construction of a 221-unit apartment complex.
